SB 54 Plastic Pollution Prevention & Packaging Producer Responsibility Act Regulations (45-Day Comment Period)

The Department of Resources Recycling and Recovery (CalRecycle) has begun formal rulemaking activities regarding the SB 54 Plastic Pollution Prevention and Packaging Producer Responsibility Act Regulations. A Notice of Proposed Action was published by the Office of Administrative Law on March 8, 2024 , and the public comment period begins on March 8, 2024.


CalRecycle is extending the public comment period, and the public comment period will now end on May 8, 2024. CalRecycle will also hold a hybrid public hearing regarding this rulemaking on April 23, 2024 , and the public comment period will end on May 8, 2024.

The public comment period permits any interested person, or their authorized representative, to submit written comments addressing the proposed amendments to CalRecycle. Written comments, which offer a recommendation and/or objection, or support the proposed amendment, should indicate the amended section to which the comment or comments are directed. CalRecycle will only consider written comments sent to CalRecycle and received during the public comment period, which begins on March 8, 2024, and will end on May 8, 2024 .  


All comments received by CalRecycle during the public comment period will be summarized and responded to in the Final Statement of Reasons. To ensure that comments are readable by visually impaired users who use a screen reader, please submit the full text of the comment in the text box below. You may also submit an identical comment letter by uploading a document and any other relevant attachments you want to submit as part of your comment on this rulemaking.
